ntuser.dat may have become corrupted on your old user profile. check C:documents and settings you will possibly see two folders (should see more than 2) but there should be 2 folders with your username one will be just your username and the other will be your username.domainname ie username.DOMAIN . It looks malwarey to me. Notice the firewall service or WMI or the Wired AutoConfig services aren’t running. Go with TehCamels advice

What i am not clear on is the part about

are you doing this using remote desktop from the home PC.
also make sure the print spooler service is running on both machines

that looks like its the only way it can be done.
I did try that earlier but yes i was editing an old “internet shortcut”
creating a new shortcut and not an internet shortcut did do the trick

ive tried through the file associations dialog as well with no luck. was hoping if i could set an internet shortcut to open with IE and set the URL: HTTP to open with mozilla but it failed and just opened the internet shortcut with mozilla

without the dhcp client and workstation services running those pc’s will not network automatically.
try changing the services to automatic for the startup under their properties.
I have seen an instance where the workstation service had somehow turned off and changed to manual from automatic, at that time i wasnt sure what caused it but SEP wasn’t anywhere in sight.

Leave the PC as part of the workgroup now as that part is fine.
You wont be able to make the user profile RickF active again but you can create a new account and name it RickF but first i would advise to go into the current folder C:documents and settingsRickF and rename the folder to RickF.old
Create the new account from an administrator account
log on as RickF to have the new account folder created (this will happen automatically once you log on with the new account.
Then reboot the machine and log back on as the administrator account and with the folder options set to view all files (unhide system and operating system files) copy everything from the RickF.old folder under C:documents and settings to the new RickF folder and select to replace existing
Then reboot and log on as RickF
PS, you may have to take ownership of the files by right clicking the files/folders select sharing and security then clicking the advanced button.

Try turning off cached mode. then delete the .ost file also run regedit and change the securetempfolder name under Hkey_current_user/software/microsoft/office/11.0/outlook/security. you just need to modify the reg key and change the number or letters at the end of the OLK folder name.
Delete any current .ost files like you have already done then open outlook with cached mode off and see if the attachments are now available. if so then turn cached mode back on… fingers crossed

Try looking at WinPE or BartPE, both of which can be created on bootable USB keys and both are good for trpubleshooting various machines when their OS fails to load

The regional settings are all correct for Australia,
i was thinking it may have been getting the information from phones and modems in the location setup which would be fine for normal numbers but not mobiles

My Dell laptop was doing the same thing when attached to the docking station

GFI’s endpoint security is very good for blocking USB, CD-ROM drives and any portable storage device for organisational wide blocking

i know your able to reinstall windows from the CD rom but try a different cd rom drive and see if that resolves it,
i was getting errors like that and the 0A error was the most frequent, i did think that the issue was bad memory or psu but i havent had the error since ive swapped the cd-rom and my xp was doing the same
first it showed the “c:windowssystem32configsystem is corrupt or missing” error message so i rebuilt the registry from the recovery console and performed a system restore to a previous state (about a month and a half prior to the error happening) this didnt fix it the registry went corrupt again the very next day
i then formatted and reinstalled but still couldnt get rid of the stop errors until i switched the cd-rom drive, give it a go it might resolve your trouble,
