We are going to be getting Windows 10 devices that for reasons that don’t matter will not be on our domain. We currently use SCCM to manage the devices and I have heard of Cloud distribution point etc. I haven’t been able to find out if we set that up would it be possible to push out S/W to non domain PC;s even if we have to setup the SCCM clinet on them manually?

You don’t say which SCCM version you have, but assuming 2012, you may want to review this: https://blogs.technet.microsoft.com/configurationmgr/2013/12/11/a-closer-look-at-internet-based-client-management-in-configmgr-2012/
It isn’t quite clear on non-domain PCs but clearly states USERS must authenticate against AD
