Typically for testing purposes. For example if you build a new server for web hosting. Before moving it into production you can build, test and configure using 127.0.0.1 or localhost.

When you ping local host (127.0.0.1) you test the functionality of the network card and TCP/IP stack. If the ping succeed you are sure that the NIC drivers are installed ok and tcp/ip stack is installed on local computer

lots of services use the loopback adapter for communications between themselves.

like a spyware/virus scanner, would listen on a port on localhost, will be sent emails for scanning to that port, and get them back from localhost
