Is Windows Deployment Services (WDS) better on Windows 2003 or Windows 2008?

We have a 2003 WDS server but be have performance issues with deployment on certain type of PC hardware. Some work fast, some are dead slow. I have tried all the hotfixes, patches, and registry tweaks with no improvement on some of the client PCs (Intel 965 chipset, Intel 82556 nw cards). The older PCs work better.
