Give everyone “full control” in the share permissions and then use NTFS permissions to control access.

    e.g.
    Parent folder:
Users group – Read & Execute, List Folder Contents, Read

    Child folder:
Users group – all of the above plus Modify and Write… or Full Control if you prefer

    Use NTFS permissions.

Share the main directory with Everone CHANGE (and Administrators FULL CONTROL)

    Go to Security

Set Read/Execute and List Folder Contents permissions for everyone (plus better permissions for admins)

    Go to the sub directory
Set Modify permissions for everyone (except admins)

As said, you may need to turn off inherited permissions
