    Forgive my ignorance but if one was to connect say a 17 inch monitor to a small laptop with a 11.9 inch display via a HDMI to VGA lead, would the laptop be capable of filling the whole screen of the monitor, or any larger monitor.

    Depends on the graphics chipset in the laptop. If your laptop’s video is only good up to, say, 1280 * 1024 resolution, it won’t matter how big a monitor you hook it up to, that’s the highest screen resolution you’ll get.

    As rickles says, the key is the resolution the monitor works at and the resolution the laptop supports, but in general, monitors adjust the image to fill the display if it is below the “native resolution” of the monitor
