Make the user a local admin or a member of the local remote desktop users group
Alternatively use GPOs to grant the “allow logon remotely” user right

Server 2003? I really hope this is not for operational use!

2003? i would skip that and get a tech preview or register for msdn and get a copy of something made within the last, say, 10 years? you’re doing yourself a disservice by setting up a lab that would have been in production 15 years ago.

To add users to the Remote User in Windows, please do the following:

    1. Open Computer Management.
    2. In the console tree, click on Local Users and Groups .
    3. Double-click the Users folder
    4. Double-click the user
    5. Select the tab “Member of“, and then click Add
    6. Type “Remote Desktop Users” in the Enter the object names to select box.
    7. Click Check Names.
    8. If the name is verified, click OK

    Thanks & Regards,
