Customer wants after 10 mins for laptops to go to sleep

They are using Windows 10 Build 18362.476

    DC is 2012 R2
I have updated the ADMX templates with complete update 10th April 2018
    Setup two policies

One under computer config\policies\power management\sleep settings

-Specify System sleep timeout (plugged in)

-Specify System sleep timeout (battery on)

Both are set to 600 seconds

I also setup a preference with user config\preference\control panel settings\power option

I can see both are applying to end users, (they are all Windows 10 laptops) but machines aren’t going to sleep after 10 mins?

Any ideas on how best to get this working?
