There are three and a bit methods of providing access to the mailbox.
1. In ADUC granting “Full Mailbox” access. That provides full mailbox. It also used to grant Send As permissions, but if the server has been kept up to date that is no longer the case.
2. In ADUC again, the permissions Send As AND Receive As. This can be granted to the mailbox or…
2a. This can be granted in the Exchange org, usually at the server or store level.
3. On the Mailbox itself through Outlook.
Granting permissions through Outlook will never provide Send As permissions.
As for the “correct” way, that depends on what you want to achieve.
For Blackberry use I usually use 2a.
For access to the full mailbox for a group I use 1.
For access to an individual folder/s in a specific mailbox I use 3.
Different methods for different purposes.
