I am pretty sure you are using ESET NOD32
Either temporarily uninstall it, as your server is likely not being used to browse the web, and behind a HW firewall, so should be save.

Another option is to make sure you disabled windows defender, as it can conflict with AV programs, and cause for problems.
I also noticed your windows error reporting had an error. You could disable it. I don’t see much use for error reporting regardless.
