    When exactly do you want the message to appear? And will it be timered or need the user to click OK?

        Shutdown scripts do not run until explorer has closed and the log off process is well and truly on its way. You would need to look at something other than a shutdown script.

          How old are your machines or how mis-configured do you have them? All modern (post 1996) machines w/ ACPI turn off power on their own at shutdown completion.

          EDIT: Also see "Control Panel\Power Options\Advanced\When I press ..." if that's your issue. Even in the pre-1996 / AT world, the OS would tell you something like "Turn off power now" when shutdown had completed.

            You have that "ShutdownMessage.vbs" script already? (or else see example)
            Then in the GPO do not link this script directly, but type at the 'scriptname' bar:
            Code:
            %SystemRoot%\system32\wscript.exe
            then at the 'scriptparameters' bar type:
            Code:
            //NoLogo //I //T:05 "path\ShutdownMessage.vbs"
            //T:_ = the amount of seconds the message is shown.
            The path of the script must be a share readable for 'everyone' and the 'system'.

            example script ShutdownMessage.vbs :
            Code:
            Msgbox "please," & vbCrLf & vbCrLf & _
                   "    Power-OFF  the computer" & vbCrLf & _
                   "          with the on/off-switch" & vbCrLf & _
                   vbCrLf & _
                   "                                     ~ thank you.     " _
