    Is there a way to configure and administer HA without Virtual Center?

      Yep.. Doing some research also:

      Answer:
      HA is a feature provided by VC. It can operate if VC is out of the loop so-to-speak to a certain degree but you wouldn't want to run it like that forever. But no, VC is required.


      You need VC for the initial configuration, but HA will continue to work if the VC is down due to HA operations being controlled by local agents on the ESX hosts. DRS will not work without a VC.

      HA requires VirtualCenter Server (previously VirtualCenter Management Server). VMware VirtualCenter provides centralized management for VMware Infrastructure so you can manage and administer your entire virtual environment from a single console. Although a VMware VirtualCenter agent is included in every VMware Infrastructure license, one instance of the VirtualCenter Server is required to enable the central management capabilities of VMware Infrastructure.
