Users cannot change password for rdp login

    Group policy is set for minimum password age 0, password length 10, last 4 remembered, no complexity requirement (at this time)
    When a user logs in to the rdp server (2012 R2) and tries to change their password they get an error saying the password does not meet the length, or history requirements of the domain.
    This happens will all non admin users. I have even created a new user and passwords like qWeRtYs5$sdE give the error. Users can change there password just fine if logged into a domain joined workstation. The RDWeb portal gives the same result when trying to change the password.
    Can someone please help me?
