        I would estimate that my response was about as clear and useful as your initial post.

        What have you already done to resolve the issue?
        Have you googled the error?
        what are you trying to acheive?
        Is this a new installation or an existing installation"
        did you get any errors during install?
        has it ever worked?
        what did you change recently before it stopped working?
        What did other people change?
        Do you have appropriate privileges?
        Have you looked at the registry key it refers to?

        there's about 14 million questions that need to be asked before we could even start getting a handle on what's going on here.
        You need to do the basics.
