In 2008 R2 standard, is there a way to retrieve what folders/files a user has rights to?

This can be done via powershell get-acl commandlet. You need to specifiy on against which folders this command shud be run.

Just to add to v-2nas' post (Thumbs-Up for that) for those not accustomed with Powershell, there's also fileacl available.
