    are there any software solutions that
    can help me controll and limit bandwidth usage
    for computers and users on a network

      No, with isa you can cotrol the bandwidth for applications, not for users.

      u should manage you're router/firewall (not isa) to set the limits you want.
      I don't know which software package can do that.

        I knew you could limit bandwidth but I didn't realize it was limited to applications only.

              you can limit bandwidth on a specified nic
              using this software:

              http://bandwidthcontroller.com/

              you can limit bandwith based on application
              using this software:

              http://www.netlimiter.com/
