    We have a domain with a single Windows Server 2003SP2 server. There are 10 workstations on the domain. This is a closed network domain(no internet or external access).

    It has been working fine, but we have recently run into an issue.

    The server does not have GPMC installed and we are not allowed to install GPMC.

    The issue is this...

    When we go in to create a new GPO, we get a message that it cannot find the file.

    When we go in to edit the existing Default Domain Controller policy everything opens and we make the desired changes, but when we save we get an error that the file cannot be found. We are able to drill down and the file is there.

    When we go to a workstation on the domain, we can make AND save the changes without issue. We only get the error when we try to save the changes on the domain controller itself.

    any help would be greatly appreciated.

      On your domain controller in the c:\windows\inf directory are you able to see your group policy template files (*.adm)? These files get pulled into the GPEditor when you create a new policy. It could be that either these files were removed, or you don't have read access to them.
