    i go through the below steps to encrypt file:

    1. Login as an administrator or user with administrative privileges
    2. Second, create a recovery certificate for encrypted files by executing the following steps:
    - Create folder where the certificate is going to save
    - Go to "Start --> run" then type 'cmd' then Ok, this can be accessed also through "Start -> All Programs -> Accessories -> Command Prompt"
    - Browes to created folder in step 1 from cmd
    - Type "cipher /r:recovery_certificate" and hit Enter
    3. The next step is to let the system know about your file recovery certificate by generating so called Data Recovery Agent
    - Go to "Start --> run" then type 'gpedit.msc ' then HIT ENTER.
    - Navigate to the..
    -> Local Computer Policy
    -> Computer Configuration
    -> Windows Settings
    -> Security Settings
    ->Public Key Policies
    -> right click Encrypting File System
    -> and select Add Data Recovery Agent
    - Follow the wizard and when it asks you for a file with the certificate, browse to the folder containing the recovery_certificate.CER file which you created earlier and select that file.
    - The next step is to update policies by going to the command prompt and executing the gpupdate /force command

    but how can i add new local account to access this shared folder?

    IMHO do not even think about encryption in a workgroup environment -- if you reset the users password, all certificates will be lost. Use a 3rd party product if you really must.

    You will need to make sure your additional user has an encryption certificate before you can add them
