        Roughly -- if I understand http://support.microsoft.com/kb/300390 correctly
        Enable logging gives the potential for logging in IIS but does not actually log anything
        Log visits is on a site by site basis and actually allows the logging, so you can choose which sites to log

        This fits with the general MS strategy for auditing where you turn on the possibility of doing it globally, then enable it for the actual areas you want
