    I have configured Screen saver via group policy with loop back processing option under computer OU.

    User Configuration
    Administrative Templates
    Control Panel
    Display
    Screen Saver Enabled, Screen Save Executable Name (points to network share), Screen Saver Timeout (60 seconds for testing)

    With the above settings my computer gets all screen saver settings but the screen saver does not kick in. If I try it manually from Control Panel / Screen saver settings screen on my pc it works.

    Is it possible for any application to block screen saver?

    I using msconfig utility and selected diagnostic startup and my screensaver kicked in. So it is one of the application blocking screensaver.

      I ran into one more issue. Screensaver works when I point to screensaver.scr file using UNC path. It will not work when I use %userprofile%\screensaver.scr or %temp%\screensaver.scr
