Usually installing the admin pack works, at least that how i've managed my users for years.

Have you tried removing the admin pack and tried reinstalling it???

when you first started your adminpack or that ADUC console,
did you connect to your DC?

Have you tried using the adminpak.msi file that is contained in the 2003 CD? ... You should be aware that adminpak does not support all schema objects. If you want to create mail-enabled users you will have to log on to the server using remote desktop ... this is probably why Microsoft didnīt include adminpak in server 2008. So, your problem could also be schema related, depending on what products are installed on the server
