Hello There, for the programs, you can put the shortcut in the All users directory, like that all of the users can use the progran, For the rest user the GPO for that, very easy. By default if the user is not a administrator he cannot install a program, but you can decide that in the GPO as well.

        How to

        1. determine program's shortcut on desktop:- add software shortcuts tp All user desktop

        2. user can't use other programs except I'm allow it,and put shortcut on desktop: Delete all other extra icons from program menu and shortcuts in all user profile

        3. user can't install any program:- don't give user administrative rights

        4. Hide any drive+folder in "My Computer" and show only user's folder: --- best way you can hide drive is from local policy on the local machine.

All the above problem could be solve in one simple one solution

if you create a custom profile and set that as romaing profile
