    I am migrating machines from an NT domain to an AD domain. The users are not migrating yet, only the machines.

    When the users try logging in with their NT creds on a pc in AD they get the error: The local policy of this system does not permit you to logon interactively.

    I've added the Domain Users to the Log on Locally in the GPO but still no change.

    If I add Domain Users to the local admin group, they can log on successfully.

    What am I missing?

    What do you exactly mean not migrating yet, and what migration method are you using?
    Have you got user account created in the new domain?
