On which server does the problem occur? Is it the ISA server?
Have you configured ISA server with eg DNS etc?

yes, only the ISA server is take long time to login even i use remote login. I have installed ISA 2006 many networks. but i didnt get this problems. I was trying remove and install again. but i am still having same problem. also I have tried to install ISA 2004. and getting same problem.

      My servers is,

      Mail server - 192.168.1.3 - windows 2008 std
      AD server - 192.168.1.2 - windows 2008 std
      Firewall srv - 192.168.1.1 - windows 2003 std and WAN IP x.x.x.x

In this case i can publish web, owa externaly. but internaly its works.

You should set the DNS configuration to the internal DNS server on the ISA server
