what happens when you run the RIS wizard? Does it tell you there are errors and it will try to fix them? If so, is there anything in event viewer?

Have you looked in <services> to see if it is stopped?

What Service Pack is installed on your RIS server? SP2?
          1 1 was a racehorse.
          2 2 was 1 2.

Is DHCP running ON the RIS machine? I seem to remember something about Option 61, 66 or 67 being added to the Scope if DHCP is on another server. There is a thread on the site about it but if you post back with the DHCP info then maybe we can find it.
