    tsquid,

Can you provide more information so we can help you?

For example, is this a home machine with a DSL device or an Active directory domain with a complex network configuration?

        Oh, that...
You can create a GPO, that will deny the user it applies to the right to run iexplore.exe ...
It is done through User Configuration -> Windows Settings -> Security Settings -> Software Restrictions . There you have to deny IEXPLORE.EXE from running. Then, you have to apply this GPO to all users you want not to be able to use the browser.
Another thing you should check is what happens when a user writes a URL in the address bar in Windows Explorer. You might need that closed too. I don't recall at the moment how is done, but it's possible.
        Hope this helps.

Forcing internet access through a proxy server is standard operating procedure.

That is where you would control user access to the web.

any half decent firewall can have lists and filters associated with those lists.

Just give anyone who should not have inet access static ip , then make an access list and deny any port 80 traffic.

there is nothing in 2003 server that allows what you want, although blocking the IE from running is ok , it does not prevent all possible ways of getting to the internet.

That will work and I have used that trick to route parent company laptops to a VPN back to the mother ship when on site at a standalone Joint Venture company.

Unless... you have the potential for multiple users per machine, some with and some without Internet access.

Mutiple users share the same computer. When they signon, certain user are allowed net access while other are not. I am just starting to learn this, would greatly appreciated with a step by step instruction.

Don't forget that not anyone works in an one-man-show: the same person is both SysAdmin and NetworkEngineer. There are a lot of scenarios in which network related solutions are not in hand.
Besides, using firewall/gateway/proxy capabilities can give excellent results for computer related issues. When you get to imposing policies on users, those solutions are problematic.

I do not entirely agree with you. Almost anything can be done with GPO. And pinpoint it to a specific user that seats on a specific computer. And there are additional options, except preventing a user from running IEXPLORE.EXE. For instance, I imposed a wrong Proxy server address on some users, so they weren't able to get to the Internet at all.
Anyway, it's good to have solutions from more than one direction. This way, the OP will decide what suites him/her.

Or have 2 different logon scripts. One has a default gateway or proxy for the web browser, the other doesn't. Messy but simple to setup. Also easy to get around.
                    1 1 was a racehorse.
