Is the server serve other clients/applications via SSL TCP 443? Is chage the MTU help? Which type of VPN do you use? Did you check that the server can handle the overwork ?

If this is SBS 2003, then rerunning the CEICW should set all your parameters correctly. You can find it on the "TO DO LIST" in the server manager
