Create a Network object with the range 192.168.2.50 to 192.168.2.80
Create a rule above the internet allow rule a rule which looks like this:

    Source: network object
    Destination: external
    protocol: Http/https/FTP
    Deny

And what do you mean with a quota for certain ip addresses?

Ali never replies and lets us know it is working (just takes, never contributes), so I guess that rule worked.

He/she must have a third party tool for the quota because it was my understanding ISA2006 didn't have that functionality added, unfortunately.
