Please use Symantec corp. 10.2.2 build and higer.
Also, do you have a current support/service contract with Symantec?

Re: symantec server is not upgrading

Here is a script for downloading using intelligent update engine. There are several version of this batch file and accompanying script which has to be modified based on your version of Symantec. For example, this script expects Symantec in C:\Program Files\SAV where older versions were in C:\Program Files\Symantec

        cegetter.bat
        ftp -s:cescript.txt
        call "%systemdrive%\navup8.exe"
        move %systemdrive%\*.xdb "C:\Program Files\SAV"
        del /q %systemdrive%\navup8.exe

        cescript.txt
        open ftp.symantec.com
        anonymous
        [email protected]
        cd public/english_us_canada/antivirus_definitions/norton_antivirus/static
        lcd C:\
        bin
        hash
        prompt
        get navup8.exe
        quit
