    i want to excute a batch file to operate when a user shut down the PC.

    If it is a domain member you can use group policy to deploy a shutdown script

    If windows 7 or higher, you can do the same through local policies, otherwise you could look at scheduled tasks - on shutdown is not an option but you can trigger a task on an event and might be able to find something that only occurs when the computer is being shut down
