    Hi there,

    I scanned my public ip with Symantec online security check which found all its scanned ports stealth.
    then I scanned with Angry ip scanner 2.19 the same ports for the same ip and found that ports 21, 23, 80, 110 are open. is this because that
    Symantec is scanning from outside in and Angry scan from inside out ?

    Yes, most likely. When you scanned from inside, a port would have been opened to let the request out. When the query returned, it would have been recognised as originating from an inside request and so would have been let through.
