For Number 2 just create a Destination set with all destinations that you wants users to be allowed to (in ISA2000), then create a rule allowing access to the destination set for the specific user group. (Note you'll need to create a rule under that to block any other access for that group.)

Not sure on the download limit, don't think that's possible through ISA.

          http://www.netlimiter.com/

          Release Notes :

NetLimiter is an ultimate internet traffic control and monitoring tool designed for
Win98/Win98 SE, WinME, Win2000 and WinXP. You can use NetLimiter to set download/upload transfer
rate limits for applications or even single connection and monitor their internet traffic.

Along with this unique feature, Netlimiter offers comprehensive set of internet statistical
tools. It includes real-time traffic measurement and long-term per-application internet traffic statistics.

          Essential Features:

          Internet traffic monitoring
          Bandwidth limiting
          Detailed long-term traffic statistics
          Additional system info (WHOIS etc.)
From my reading of it, you can set transfer rates but I don't know if you can use it to block sites/users. I suppose you could set a download rate for a specific user of 1k/sec (or maybe less) and that would have the effect of blocking them. Price seems reasonable as well.
          1 1 was a racehorse.
          2 2 was 1 2.
          1 1 1 1 race 1 day,
          2 2 1 1 2
