You need to give a lot more detail.

What are you doing with your computer when you notice this level of CPU activity and memory usage?

What software do you have running in the background?

What have you tried to resolve this, other than emptying the Temp folder?

Is Windows fully up to date?

    Have you tried disabling Norton?

With the level of detail you've provided, nobody is going to be able to help you. http://forums.petri.com/announcement.php?f=54

Task Manager is a wonderful tool for checking what is using a CPU resourse. Did you look at it?
      1 1 was a racehorse.
      2 2 was 1 2.
      1 1 1 1 race 1 day,

Gentle reminder that piracy is not tolerated here. Yes, I realise that Torrents are not inherantly illegal, it's what the torrent is of which may not be legitimate. Not saying that what you downloaded is illegal, just a reminder to be careful with what you download.

May I respectfully suggest you read through the forum rules - there are instructions for how to take a screenshot here too.

Unfortunately Norton has a reputation for not identifying various threats, wrongly identifying legitimate content as being a threat, massively slowing down a system and generally leaking like a sieve - however I don't want to turn this thread into a debate on what is the best AV to use as on any other forum it would turn into an instant flame war. Perhaps you should do a little research into the effectiveness of various antivirus products as reviewed by independant labs such as Virus Bulletin.

Anti virus is a virus detection program. It doesn't necessarily detect Malware, Spyware or Own Your Computerware.

Just like your car has more than 1 liquid in it (engine oil, brake fluid, gearbox oil or automatic transmission fluld, diff oil AND water), so too your computer needs more than 1 type of detection program.
                          1 1 was a racehorse.
                          2 2 was 1 2.
                          1 1 1 1 race 1 day,

guess what? my cpu usage went down to 08 and low
it all thanks to this new software called kaspersky internet security
it has all the protection i need. i don't know what it did but it's low now.
the only problem is why is my ram is still 42% and staying like that?

Well, memory will be used for a lot of things -- 42% in use seems typical of a "normal" computer -- 100% is not so good news
