      Do you want cheap? Or do you want "low price for the quality and features"? If you want cheap go to any old back-street PC shop and get one there... if you want low price for the features/quality then shop around.

        Which country are you in?
        What specs do you want?

        Alternatively, just go down to your local office supplies shop and buy a NOTEBOOK. Typically it is A4 or Legal size, light weight, has 80 to 100 sheets of PAPER (which can be considered a non-reusable output device), and may even have lines and a margin to guide and enhance user input. There is a third party accessory called a PENCIL which is the preferred input device, although alternatives are available.
