Find the ports involved and set a deny rule for them
Alternatively only allow known ports (SMTP, HTTP(S) etc)

Hit all of your users with a hammer, remove their local admin rights and block all inbound and outbound ports that are not required. Bear in mind that some haring apps are aware of these measures and can be configured to use port 80.

And if you are in a work environment give the hammer to HR or management and make sure that the user are aware that such behaviour on company resources is unacceptable and will lead to disciplinary action. Trying to solve behavioural issues with technical solutions is generally as fruitful as clapping with one hand.
