    Is it the same when you ping different computers?
    What are you pinging? (server, workstation, printer, router ????)
    Have you got updated network card drivers at both ends?

        so from your domain controller, to all devices in the network, it's regularly dropping packets ? that's my understanding of what you're saying.

        I would do the following:
        - try different network cable between the domain controller and the switch
        - try different switch port.
        - network card
        - ensure all drivers are up to date.
