    Can anyone give me a recommendation for affordable traffic shaping solutions? We need something for our network that serves about 100 users at any given time. I've tried some of the free stuff but it doesn't work as well as I'd like, but someting like packeteer is a little too expensive. Anything in between?

    You should look at a Netequalizer. They're not too expensive and get the job done -- or at least it has for us. The most basic model runs around $2,000 and it goes up from there to about $8,000. We provide internet service to several hotels and have up to 1,000 users at a time. For this we've put in four NetEq boxes. So, you should definitely be able to manage 100 or so users.
