eg:9am-5pm (working time, can't suft net)
6pm-7pm (after working time, can suft net)

Can GPO or WMI control it?

Best bet would be to implement some sort of proxy.

As rootMaster suggested, the prefered way is to implement some kind of proxy, which ofcourse my preference would be ISA 2004 (or 2006 if you are in to Beta ).

then you should GPO all your clients to work with proxy and block in your firewall HTTP/S traffic from all computers but the proxy.

then, set the proxy rule to only allow specific users or groups to surf during working hours...
