For security reasons I have made Domain users the only member of the local power users groups. Now User are unable to install network printers. When a user tries to add a network print we get the message (a policy is in effect on your computer which prevents you from connecting to this print queue.) Is there another gpo that I have to setup to allow them to add network printers?

Make sure that the Power Users GPO has the following set:

Computer Config -> Windows Settings -> Security Settings -> Local Policies:

-> User Rights Assignment -> Load and unload Driver -> (Add User/Group)

-> Security Options -> Devices: Prevent users from installing printer drivers -> (Disabled)
