IE uses 'HKCU\Software\Microsoft\Internet Explorer\Main\Start Page' to store the first home page, and 'HKCU\Software\Microsoft\Internet Explorer\Main\Secondary Start Pages' to store any additional pages. Until a second page is defined, the 'Secondary Start Pages' entry don't exist. All you need do is create a logon script which adds that registry entry, and the user sees both tabs at startup.

I've done some experimenting, and simply making the change on my own machine and then exporting the reg key as an example gives the 'Secondary Start Pages' entries as pure hex, which is awkward at best. However, if you go to 'http://community.spiceworks.com/scripts/show/389-home-page-changes-multi-home-pages-supported', there's a script which looks like it might fit your bill. Since you already enforce the main start page thru GPO, you should be able to remove lines 9-11, which leaves just what you need. Also remove line 16, and 'value2' from line 17. Or simply add a value2 entry and surprise you users with a 3rd tab as a bonus. And you can add entries whenever needed with the layout example right in front of you.

      regards,
It can be done without the registry entries but it will depend on the clients that you have.

We have a 2003 domian, 200 FFL and DFL, with Windows 7 clients and have 3 home page setup using GPO.

Open a GPO and browse to

      User Configuration/Polices/Administrative Templates/Windows Components/Internet Explorer

There should be an opition in there called Disable changing secondary home page settings. Open it and you should then enable it and there will be a button that allows you to add more home pages.

Please note that it will only work on IE8 and above.

You may have to load the ADM/ADMX files as well.
