Do you know if it is possible to disable the run
menu while still allowing access to UNC shares etc via Explorer. I can see
the validity in not allowing it via Explorer if the Run menu has been
disabled but the option to do so would be helpful.

If the user knows where they want to go then they can type the address into the address box and it will take them there.

Maybe instead of using the policy "Remove Run from Start menu" (which also does prevent the user starting new tasks from taskmanager, to use Win+R and prevent entering unc paths and some local paths in explorer)
you could try the following combination,
      - use the GPprefference "new start menu" and hide the 'Run' option.
      - and, enable the users policy 'Turn off Windows+X hotkeys'
      - and, enable the users policy "Remove Task manager" from Ctrl+AL+Del options.
