    Is there away through GPO to Allow Only 1 Designated User to logon to 1 workstation.

    To control which computers a user can logon to, use the Log On To button under the Account tab of their profile properties in ADUC.

    To control which users can logon to a computer, move the computer into an OU on its own, create a GPO linked to this OU and set the following option:

    Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Allow Logon Locally

    Any user or group not defined in this setting will be denied the right to logon. Therefore you must ensure that you include the Administrators group.
