    I currently have the following setup.

    devdomain.xxx.xxx which is AD integrated with a secondary server in that same domain

    uatdomain.xxx.xxx which is AD integrated with a secondary server in that same domain.

    on the devdomain I have a secondary dns zone name uatdomain.xxx.xxx which receives zone transfers from the dns servers in uatdomain.xxx.xxx.

    Now my question is that should both the primary and secondary dns servers both send zone transfers to both servers in the other domain?

    Depends on what exactly you are trying to accomplish. If you goal is to provide name resolution for both domains from either domain, yes you can accomplish this by creating secondary zones in your opposite DNS domains. However, this can also be accomplished by creating conditional forwarders for those domains on opposite DNS systems. You can also use stub zones, etc...

    All options have their advantages and disadvantages.
