what method have you used so far to try and restore? What OS is the DHCP service on? Have you verified that NTFS permissions are assigned appropriately?

          Both DHCP are server 2003
          Methods:
          1. restore via the restore from backup and i gave the folder were my original dhcp.mdb
          2. put the dhcp.mdb file on the dhcp folder and restart the service.
I have full permissions on the machine and the file.

WHat happens when you restart the service?
(Some error or event MUST be generated)
            Have you checked logging options?

Re: restore dhcp from the original dhcp.mdb

This is an article with regards to moving DHCP to another server that always works for me. As you are unable to export and import in the way shown, you will have to see if it works in your case.

              http://support.microsoft.com/kb/962355

I tend to create DHCP on another server and ensure it is not authorised at this stage. I run through the wizard, so a DHCP database is created.

The existing DHCP database is then exported and the export copied to the new DHCP server. You will have to use your DHCP.mdb for this and hope it works.

De-authorise the current DHCP server and disable the 'DHCP server' service.

Disable the 'DHCP server' service on the new DHCP server and remvoe the current DHCP database.

Start the DHCP service and import the database. (Place your database in the DHCP folder prior to starting the service again to see what happens)

Set the collision detect to 2.

              Authorise the DHCP service
