Can we create one user with rights e,g he can only change the password for all users in AD for a specific OU from his system.

    Thanks,

Look at delegated permissions on Active Directory -- GPOs not required so moved to AD forum

Do some research on the 'Delegation of Control' wizard and I believe it is possible.

As per the other replies delegation of control wizard is the best option.
Create a group for delegating the permissions to and make sure the description/notes indicate what it is for. Add your user to this group (this avoids issues when the user leaves and you want to add someone else to do this work).
Obviously you need to be aware that reset password should only be given to a trusted person too!

The process is correct -- what problem are you having?

It doesn't matter if the machine is a VM or not.
Just to confirm you've downloaded and installed this?
