  • I need to let a user edit AD

I need to let a manager add phone numbers, etc. to Active Directory without giving the Administrator Access. is there a way someone knows that I am not thinking about?

Run the Delegation of Control Wizard to give permission, then give the user ADUC (install the remote server managemet tools) to actually do it

there is probably also web-based tools to allow this sort of thing to occur
or I think you can also configure outlook to allow details to be pushed back up into the GAL...

You can make changes in the exchange through ACL (access control list).
You can easily modify the limitations of any account.
