    Is there a command line utility or script available to import a .vcs (iCalendar file) into outlook or Exchange?

    You don't say which version of Outlook and Exchange...

    A Google search would have shown you the Outlook command line reference - your answer is on there.

    /vcal vcsfilename

    Opens the specified .vcs file.
