  • setting right-to-left justify permanently - Outlook 2003

I have a machine setup with Office 2000 Standard and Outlook 2003 (not my doing...this is how I received it). When the user opens up a new email window, it is left-to-right justified automatically. She wants it to be always right-to-left justified since she claims she only writes in Hebrew and will never type in English.
Emails are set to be composed in HTML format. Using Word as an editor isn't an option (as far as i know) since Word 2000 is the only version available on the machine.

I've tried opening a blank email, setting the right-to-left justify and saving the message as MAIL.oft in 2 different locations -
    c:\program files\Microsoft Office\Templates\1037
    c:\documents and settings\username\Application Data\Microsoft\Templates
but so far I haven't had any luck.

Also, in the Office 2003 Language Settings, Hebrew & English show up under Enabled Languages (though Hebrew is greyed out..if that makes a difference) and Hebrew is selected as the language for default behavior.

Any ideas would be greatly appreciated.
