Please describe the situation you're running Outlook in; what mail system are you connecting to?

If I understand correctly, create a new Profile in the Mail applet in the Control Panel. It is not the same as the Identity feature but you will be able to run different Users at the same time however only one user at a time will be able to use Outlook.

Do you have users sharing Active Directory user accounts?

Are you looking for a password on their email account, or a password on accessing Outlook, or both?
