    I have Exch 2007, in an AD 2008 environment. Maybe this is by design and I have never noticed it before..
    I have 3 Email Policies; Default, Priority 1, Priority 2.
    When I create a New Account in ADUC, Then go into EMC and add an existing user, it will use my Default Policy.
    However, when I copy an Account in ADUC, Then go into EMC and add an existing user, it will uses Email Policy “Priority 1”.
    The issue appears to be when you copy an Account, only. Is there away to fix it so when you copy an Account, it uses the default, instead of Priority1 ?

    Depends on the condition you have set on the policy "Priority 1". Most probably this condition is not met when creating a new user and it's met once copying a existing one.
